Yes - I'm quite interested in animation in anime, and I've been looking at it closely.
Studio Pierrot may have done this but I think you can thank the director for the quality of the work. Either him, or the producers... They had to cut it to 12 eps but in return they got a great budget which is much much better than 24 eps and really crap animation. Pierrot does a lot of generic anime like Bleach, but occasionally they get to do some interesting stuff...
The director is generally a pretty good one anywho, he gets good budgets for his works (eg Midori no Hibi and Twelve Kingdoms). Ahhh Twelve Kingdoms. <3. Same music composer as Emma... I believe the director actually asked the guy in and got him to do the OP and ED (unlike say Midori no Hibi where he had no contorl over the music.)
What happend to all the Emma torrents? I was on the very last episodes! T_T I wanna know what happens to dear Emma!!
